I will only comment on the minmatar BS primarly because they are the only BS I fly with the exception of a Dom.. Which I have not flown in a very long time.
Anyway I would have to agree with the Phoon that yes it is a jack of all trades and does what it does very well, whatever that maybe.
However giveing a speed bonuse to the tempest I do not think it is the best idea. Yes people want a Minmatar BS with a Speed bonuse however I do not think the tempest is suited for that. The Phoon is curently the fastest most manuverable none faction BS. If people want a fast minmatar BS the set the phoon up for that. Before the changes to the phoon many asked to give it a speed bonuse some still wish to have this, but many are happy with its curent setting. Now when people first saw the Maelstrom I think many of us where thinking BS sized stabber sweeettt!!!... Than Tux did his Blog and stated it would be the Slowest BS!!!! NO!!!!!!. Persoably I think many of use still wish this. But many would also like a BS that can truly tank, and since Minmatar have been geting more shield tanked Ship it makes sence to do that with the new BS.
Currently Minmatar BS's
Tier 1= jack of all trades, all weapons ie guns, missles, and drones, More of an armor tanker but has enough mids and higher shield HP to shield tank as well(NPC only), fastest and agil BS.
tier 2= Great AC boat and projectile boat mixed meduim and low slots for shield or Armor tanking(Good PvP).
Tier 3 = Projectile boat that shield tanks very well, but is slow and very large, last I heard. More info to come soon tm :p.
Now to make them fit as the minmatar Jack of all trades, and "once upon a time Alpha stick, and fastest ships.
Tanking, if we are not going to be the fastes ship and have are apha strike give us proper tanks.
Tier 1= Make it truly and Armor tanker. Give it more Armor HP
Tier 2= can do both this is good, at least ok.
Tier 3=will be the shield tanker
Ok that works, jack of all trade with have a BS that can do all kinds of tanking.
Speed:
Tier 1= yes fast and agile ship.
Tier 2 yes not the fastest but still very fast and agile.
Tier 3= from what I hear no. Kinda falls off the wagon here, but Minmatar are not suppost to be good at tanking either so whatever. Persoally I wouldn't mind losing the shild boost bonuse for an Agility bonuse, keep the damage bonuse. Make a truly an Alpha strike ship. Take your pot shots and get out  .
With the Minmatar where once the Apha stick King, this with the new Amarr ship this seems to be going to them... death to Maelstrom.
Tier 1.= With Awesome skills yes good Damage, but I would not call it an apha by any means.
Tier 2 = dosent but nothing like it use to be.
Tier 3 = With one damage bonuse I don't think the alph will be that great even with 8 turrents, but we shall see.
